That'd be my guess... and I mean lets be honest. It wouldn't even be worth it even if that wasn't the case.
I mean... i wouldn't be surprised if Sega said they didn't even make money on the PS3 release.
While it's a great SRPG... it's appeal is like... mediocre shooter level.
Let alone releasing a delayed port of a new IP that had just ok sales in a genre nobody likes.
They're better off working on more games using the engine so they can mitigate the costs of the engine.
Make a sequel and suddenly the engine cost is split in half for the game.... and that which broke about even suddenly posts a profit.
