They can sell several million copies to existing 360 users, then when the exclusivity ends they can sell several million to PS3 users and then finally they can add them to the GTA IV game itself in one package and sell several million more new GTA IV + expansion bundles. It makes economic sense, you see it all the time with PC releases. First theres Diablo, then theres Diablo expansion for $30 then they package them together at full retail.
