Very respectable, cheap, and pre-configured. And twice as fast as your 9500 GT system.
My link doesn't include an OS or monitor (but does have keyboard, speakers and mouse.)
If you're waiting for Windows 7 I would transfer your current OS now and wait until that comes out, then buying it (rather than buying Vista now then paying to upgrade).
