I would have to disagree. Its creating facts on the ground. There are many quotes from past Isreali PM's discussing the actual plan of slowly pushing Arabs out by means of these settlements. Just look at the progress of settlement growth. The most is slowly surrounding Jerusalem. This way when a solution does finally appear, the Jews can say that there is no way to give E. Jerusalem to Palestine as Jewish homes completely surround it.

That is why a total freeze is necessary, including the complete halt of 'natural growth'. The bigger they get the more resistant Israel will be to have them removed.
