Hmm the game has a LOT of different missions. And each part of the city has around 6-7 different enemies (3 neighbourhoods). Also, why only having electricity as a weapon, there are a lot of different powers to discover. It's so much fun to totally destroy every part of the town =D

Im still looking for the perfect sandbox game to make love to forever, but unfortunately that just hasn't happened yet!

I think only way we will get this is if the sandbox is in a massive-multiplayer environment, which spawns new content, and you can buy it.  Besides this, MAYBE if the city underneath were like Simcity, and the citizens developed and grew it.  Otherwise, you run into scripting for variety, or it is just an open-ended sandbox, without much to drive it (the way Crackdown is).
