If what appeals to you in Crackdown is finding stuff to boost your ability, and climbing on top of buildings, it probably will. Definitely has that aspect of Crackdown. But it definitely appears to me more GTA structured in that you get cutscenes and set missions, where you make decisions. Think Crackdown meets Spiderman 2, with your powers being electric based, so you can fall in water or ride in vehicles. There still appears to be room to just wander around, explore, find stuff and shoot the enemies (with your electric powers).
