It MIGHT have made sense if GTA IV hadn't been a multiplatform release, and if there had actually ever been any exclusivity on GTA games.

Look at it this way. You know that Bioshock was a timed exclusive for 360 right? And you know that MS made a deal for that to happen right? And you know that PS2 had GTA as timed exclusives everytime right? So no, we don't have the contract sitting in front of us to evaluate. But it is not outside the relm of speculation that such a contract, at one point, (most likely before the PS3 even came out) did in fact exist.
