Did you try to look for your shadow? Try it in multiple places and you will see what I mean. Most light sources do not cast shadows at all. Anyway, it's just my opinion, for me Halo 3's lighting is good but not impressive at all.
TIP: Outside (Sun) light casts shadows fine, it's the interior light sources that sometimes "forget" to cast shadows.
