Percentage means nothing as far as I'm concerned. 4.2% of 10531$ (the average amount for the lowest income there) is a little more than 500$. Now only 2% of 73460$ (the average amount for the fourth highest) is almost 1500$. This data above doesn't even take into account the millions that the richest people donate annually. While its only about 1% of their actual income, its still a million dollars as opposed to 500$.
