1) Yes.
2) 1080p is twice the resolution of 720p. It makes a big difference for PC use (in my opinion). It is not as noticeable if you have a smaller 1080p display and you sit far away during movies. The smallest 1080p display I know of is 37 inches.
You could tell the difference between 720p and 1080p on a 20 incher (if a 1080p display that size was produced) if you sat close enough. Smaller size won't make pixels disappear, but it will decrease the maximum distance you can sit yourself from the display and still notice the difference, unless you have superhuman eyesight.
