He'll be allowed back in. Roger Goodell just wants to see that Vick can stay on good behavior after having his freedom back before he reinstates him. You have to understand this was a big stain in NFL PR terms, and Goodell is trying to get the sport on better standings like the NBA has managed to do. I think the general conditions are that Vick plays next season doing Arena Football and then gets reinstated the following season.

Vick's biggest problem is getting a team that is willing to offer him a lucrative contract once he's back in. The Falcons don't want him, and no one wanted to trade 2010 draft picks for him. Frankly I don't see a large market for him when he's allowed back. It'll be a desperate team that will end up with him, similiar to the Lions picking up Daunte Culpepper last year. When he is allowed back, I say he's either a backup or will be a starter for a team in the bottom five.
