This is not unexpected as North Korea stated it was going to resume its nuclear program. The speed with which it was conducted is unexpected, but the test itself is not. If the blast is as large as reports indicate, then this is a mildly remarkable achievement for North Korea...especially considering that its previous test was unsuccessful. What is the solution? That is the million dollar question. Whatever the solution is, the key is undoubtedly China. Although China's response was late and marginally weaker than the response to the 2006 test, their appears to be growing dissatisfaction with the North's actions within China. It will be interesting to see if China supports additional sanctions.
