But look at the Mcdonald's Monopoly promotion. People eat Mcdonald's 5 days a week to get those game pieces. So if done correctly, the chance of winning free prizes (regardless of how slim) can lure in sales.
I don't know if 1 vs. 100 is a strong enough property to move systems or a substantial amount of Live subscriptions, but it's the first of it's kind on consoles. The concept of free games and prizes has had success on PC's so it should be successful on consoles as well.
