I don't know what your talking about(I didn't read before this post) but I know some games, like Lost Odyssey, were developed with existing engines(didn't is use Unreal, or something?), and had very few spell/attack/summon animations and no FMVs, and could concievably have costs MUCH less to develop than even a low budget PS2 game.

What? Lost Odyssey had a different animation for each spell. It had a frequent amount of FMV's and I'm pretty sure it cost a lot more money then you think mainly because they had to pay a 3rd party for the use of their engine

Pretty sure that was all in engine.

There were definitely plenty of FMVs. Just think of when you knick the Slantoise, there is a clear change to FMV, and there is also 1 at the beggining and end
