I still stand behind the notion that you do control ME1 Shepard in either the beginning, or near the beginning. We've seen quotes from Bioware that the VERY first scene of ME2 WILL be different if you have a valid ME1 save.
Now, what would make the biggest impact of a sequel? I doubt your going to see a big, panoramic view of the Citadel, or of your former live (depending on who survived) crewmates.
The biggest, darkest, way to go is to first see ME1 Shepard (either default Soldier Shepard or your custom version) and his demise - preferably controlled as a tutorial, involving your living crewmates. Killing Shep off early would point to the bleakness of the game. Of course, he may not be dead, but I think it'd be the best way to go for ME2, even though we all want to keep our Sheps in ME2. It's obvious, however, that you cannot play (for long) as ME1 Shepard, as it'd alienate just too many people from ME2.
