They do take side quests into account as long as they are genuine sidequests (as I consider most stars to be) as opposed to the type of sidequest that is basically playing through the game again. Well I think they do anyway?
Oh and IGN does not agree about the graphics thing

Personally I think (and Im guessing IGN does too by the fact that they wrote that) that Art > Polygons. Of course a large number of people probably disagree but in my opinion the game looks absolutely beautiful.
