I don't believe that. I agree it wasn't against Bin Laden specifically, but I think the US felt threatened* by Iraq's lawlessness and influence in the region. And the (wrong) WMD report was enough to justify the invasion, with the terrorism thing as cover. Of course, as soon as they turned up, it became a terrorist cause and they created terrorist cells in Iraq where none were before.
If they had waited for UN approval (or the inspections results that said there were no WMDs) it wouldn't have happened the way it did. Bush was impatient and ill-informed. And my own country was willing to do anything he said.
*As in, genuinely threatened. Not humanitarian concern.
