It makes the game better!
But yes, you can turn it off in the options if you prefer "blend generic 3d visuals" just like every other game.
The "film noise" gives Mass Effect another layer of AWESOMENESS!
For someone like you, please don't buy the Blu-Ray 300 movie.
You won't understand the artistic design choice of the added noise on the film.
You'll probably end up at the store saying: "I think my Blu-Ray disc is broken, it's all fuzzy" LOL
