The site change today or the "Rain" as you put it occured on May 21st at 6:00pm in California. However in Japan it was May 22nd at 10:00am. This shows that the times are in fact going by Japan's clock.
Microsoft's E3 conference starts at 10:30am on June 1st in Los Angeles, California. This time comes out to 12:30am on June 2nd in Japan.
