Part of the penal system isn't in punishment but negative reinforcement. Reducing the perceived penalty like this also reduces the negative reinforcement. The result would be that you would get to the same place (sentence length) but with more crimes committed as the fear of punishment wouldn't be as strong.
Good idea otherwise though.
