It could be something like Microsoft taking no royalties on the downloads. Pretty simple stuff, but it adds up if you control say 2/3rds of the DLC market (as an example im not sure how much they have) its probably about as much money as they could expect to make on the PS3 content AND they still get to release the content on PS3.
Tease.
