Sure, human can see difference between 30fps and 60fps. Btw, if you want to test it by yourself you can try my programs. You will see the difference quite easily.

(2D & 3D supported, just wait for those games ^^)

just tried your 2D thing, and except for the square at the very top, all the others looked the same.

Try adding some speed(a and z buttons) for those squares and you will see the difference quite easily. Of course if your monitor can't handle more than 60Hz(=60fps max) in mode you are using it, two bottom ones will look like same.

Correct me if i'm wrong, but isn't 60Hz equal to 30fps?? Cause as far as i know 1Hz = 0,5 frame.

EDIT: You're right, 60Hz = 30fps (60fps max)

----

60Hz = screen will be refreshed 60 times per second

60fps = 60 frames are drawn per second

= all 60 frames will be shown

----

80Hz & 60fps = all 60 frames will be shown

80Hz & 100fps = only 80 frames will be shown and 20 of them are wasted, but still drawn

"The hertz (symbol: Hz) is a unit of frequency. It is defined as the number of cycles per second."

http://en.wikipedia.org/wiki/Frame_rate

"Frame rate, or frame frequency, is the measurement of the frequency (rate) at which an imaging device produces unique consecutive images called frames. The term applies equally well to computer graphics, video cameras, film cameras, and motion capture systems. Frame rate is most often expressed in frames per second (FPS) and in progressive-scan monitors as hertz (Hz)."
