Yes the human eye can tell the difference between 30 and 60fps. That really isn't the problem though. Some serious obsessed gamers will insist that games MUST be at 60fps. That however is not entirely true.

Some games are generally written to perform and animate at a certain FPS while others work of timers to try and grab as much fps as possible.  When the FPS drops from the designed time the engine doesn't adequetly compensate and some times you get a form of stuttering. Where 2 frames it's constant while 3 jumps way ahead and 4 jumps way behind. When this happens it's a serious detraction from playing the game.

Older games were designed to animate as low as 7fps. This was no problem to play because everything moved at 7fps. Often these days though game performance is written with a minimum of 15-20fps acceptability. With technical show casing games at 30fps.

So as long as the fps is locked there will be no impact to game play and eventually players will get used to whatever the FPS is at.



Squilliam: On Vgcharts its a commonly accepted practice to twist the bounds of plausibility in order to support your argument or agenda so I think its pretty cool that this gives me the precedent to say whatever I damn well please.
