That's why they aren't prosecuting anyone.  I'd bet a large part of the congress was in on it.

@The_vagabond. Is it illegal to ignore war crimes that are occuring or only to commit them? Pelosi may have know about the waterboardings but is there any accusation that she was involved in them occuring?

I dunno.  I don't know how the CIA deals with people who don't follow orders. 

I'd think you'd be thrown in jail.
