I use this program to bypass the traffic shapping, you might wanna try to use it, it doesn't need to be configurated at all, you just run and connect. Problem is, while it enables my P2P, it also makes browsing a pain since it makes it slow and the thing that appears at the top is annoying, so you might wanna consider other solutions. But this may work for the time being, at least with it I can download P2P at good speeds

what does that mean?
Edit: why does Vuze and other p2p programs say my ports are closed? even if i change ports their still not avilable.

Basically, it means that an ISP decides to put a limit on the speed of some of the connections you establish (mostly used in P2P connections)
It could be a firewall thing, or it could be that your ISP is really limiting your transfers. Try that program I linked, if it starts downloading much quicker, then your ISP is shaping your traffic
