When FDR was in power the senate passed anything he proposed without question. Obama does not have the same luxury , he must appease the Republicans to get his bills passed. And he has, he is lowering the amount he wants to spend , he has increased the percent of the stimulus package that is tax cuts , and even raised the defense budget. Hopefully these things wont hurt, but Obama really doesn't have a choice until AL Franken gets seated and Democrats get the filibuster proof majority.
Economically Obama and FDR are on the same page they both believe that we must spend our way out economic downturns.
