Not a bad idea, except it would be wrong/stupid for it to be PS3 exclusive.
Firstly, userbase is higher on the 360.
Secondly, they've built the GTA4 engine for both the 360 and PS3, the benefits of creating San Andreas with that same engine for both platforms would be greater than the costs of developing on two platforms.
Thirdly, there's no guarantee that the those people who bought San Andreas on the PS2 (making it the highest GTA game on PS2 according to people here, haven't bothered to check the actual figures myself) own a PS3 and specifically, don't a 360.
Fourth, it would NOT be the biggest news in E3 history. This game would be a spinoff, when has a spin off ever been the biggest news at E3?
Fifth, It seems that logic is missing here. Given that GTA4 sold more on the 360 and that it would cost alot to rebuild San Andreas in HD, let alone add additional locales. Wouldn't it stand to reason that if they did anything, Rockstar would actually make it 360 exclusive?
I'm not saying this game is/isn't going to happen, nor am I saying that I wouldn't want this game (I would). But there is no valid reasoning as to why this game would go PS3 exclusive without Sony Moneyhatting. If OP had mentioned that Sony would be stupid to not pay for exclusive rights (a bonus and good reason R* should make it exclusive) there wouldn't be so much anger in this thread.
Sadly no, PS3 fanboyism prevents the only logic reason being posted in the OP. Luckily for the rest of us, Sony isn't that stupid. If such a game exist, they would pay to have it on their platform (exclusive or otherwise). If they were as irrational as their fanboys, I'd switch back to the 360 where MS is willing to pay to get their consumers games to play.
