yeah... in GC/wii games is a bit tricky to max out everyone you want. I maxed out Tibarn by never transforming him so when was attacked and had damage to the enemy (pretty frequent) gained a lot of exp.
On FE7 with arena is much easier... hours and hours lost maxing out all characters (in the arena) and reseting when someone died.
