Sony perhaps wouldn't want to spend the R&D costs to shrink their console right now and also the hardware is less mature so they may not have reached that stage yet. Given the 360 has been out longer it is indeed more likely they'll be able to shrink their components first to release a slim unit. Other costs associated with a redesign of course include setting up manufacturing lines, clearing old stock, advertising, etc.
I personally doubt we'd see a slim until next year on either though, the 360 will probably need another CPU and GPU shrink and maybe integration to move to a slim. PS3 is probably a easier solution as they can move to an external PSU though and they maybe don't require another CPU shrink if heat is significantly reduced. As Sony are trying to reduce costs right now and move into profitability then perhaps this is the biggest reason they'll hold off on any plans for a slim.
This is all just my opinion of course.
