Any decent MMO has a big budget. Age of Conan has a budget of over $20 millions, and Warhammer Online probably has several times that. Even that low-profile MMO called Darkfall (which was involved in that Eurogamer scandal where the Eurogamer reviewer only played like 2 hours of the game and gave Darkfall a bad rating) has a budget of $20 millions.
By MMOs alone, PC has more big budgets than any platform.
Crysis and Empire aren't the only games with big budgets over $10 millions: The Witcher, Dawn of War 2, Stalker, Spore, Company of Heroes, World in Conflict, etc...
