The solution is simple. Offer the Japanese voices as DLC if they don't fit on the discs. If they charge for it or not, i don't really care. I'm not getting it anyway.
And before someone comes with an argument that not everyone on the X360 has a hard disk to download it, the people who don't have a hard disk probably are not hardcore gamers in the first place, probably don't even know final fantasy, and wouldn't even know it's a JRPG. It would be just another game to them. So they wouldn't care for Japanese voices.
The majority of people wouldn't care. Only the die-hard fans will care, which probably already have a PS3. So it wouldn't be a big problem, and if fans complain a lot, they'll be forced to put it as DLC anyway.. So yeah. Don't lose sleep over something like this.
