Dissapointing Modern Warfare 2 graphics

What's actually the difference between 30fps and 60 fps? Does it make the game less smooth or what? And yes, I'm a graphics noob, but that's just bc I don't care for graphics. I care for design art, atmosphere, gameplay more.
