The game wasn't designed for offline co-op, similar to the bulk of PC shooters aren't (before this gen I was a PC gamer). For example Bioshock didn't even support online multi-player, let alone co-op, it was loved by many 360 fans though (Game of the Year 2007 for many).

Offline co-op, if done right can be a value add feature, it's by no means a default requirement for a game. I guess for the 360 offline multiplayer is relatively of more importance, as you have to pay extra each year for online multi-player and there's a lack of virtually lag free dedicated servers.

Actually the offline multiplayer is because the 360 dominates the LAN scene of consoles.  Also, they may not have many lag free servers, but they have a ton of lag free P2P matches on nearly every game!  I do wish they would move to dedicated servers to eliminate "host advantage" but with the majority of shooters playing best at 16 players or less, that's more than capable and well implemented on the 360 using P2P.
