I don't think you're getting what I'm telling you. I'm not saying 10 people dead is as bad as 100 people dead or that 20% is as bad as 50%, I'm just saying 20% is still a really high number. That is all.
Going back to my bad construction site example, 10 people died at one site and 100 people died at the other. Going from what you said, you seem to think the 10 people dying is alright because that's as low as it gets. That may be more preferable, but it still isn't right. I think that's where you're getting confused.
