I think it is more due to the lack of well optimized engines.. but now we r getting to the point where we are seeing better and better games every day, due to the increase in optimizations. Initially the engine are build to provide all the functionality and compatibility, then slowly and steadily optimizations are build into it. so even if 10 time fast machine is launched today its not going to provide performance until or unless its specific optimizations are not done. 

Secondly we already know that reaching 10Ghz is next to impossible. Intel launched 3.73 Ghz max on P4 and they couldn't push it any higher.. Also apart from PowerPC 6 i don't think any machine has broken 4 Ghz barrier. So Cell is very speedy machine but its potential can only be extracted if all its SPUs are utilized optimally.. and i m sure PS3 can provide 1080p with 30 fps gaming in a yr or so

I have a 3.6Ghz P4 in my rig and it's nowhere near as fast as the new processors out there.  This is because processor speed isn't everything.  Advancemnts in FSB and QPI not to mention multiple cores have made today's processors much faster then the old P4's.

I have overclocked my 3.6 to 4.0 with ease.

 

Fortunately Cell has multiple cores and it also has a very fast interconnects.. and the problem with normal processors is that they are meant for different sort of task whereas the purpose of console processor is to play games only. So i think with a good game engine which uses the strength of the processors and hides the weakness of it, is going to provide very good result. 

So i believe PS3 has enough power to output 1080p with 30 fps.. Why have a more powerful machine when ur target is to output 1080p and 30fps.? until or unless they want to dynamically change the experience i think its good enough.
