depends how PS3 handles their version of achievements i'd say. Otherwise, if the person has both consoles and live, if there are no differences i'd expect a 360 purchase because you pay for live and don't pay for the Ps3 online.
Sounds like it should be the opposite incase you drop the live service, but paying for something gives it more value. Even if installed bases become equal i think more people will go with the service you pay for multiplatform wise.
