 Because saving "every one of our souls" isn't how God work. Why?

1. He wants us to want him to save our souls.

2. This defeats the whole purpose of Free Will and we are (justly but not righteously) made into his slaves.

3. Being "saved" is to be reunited with God, and some creatures just don't want that.

 God is Omnipotent and he chooses what he wants to do with his Omnipotence. Just because he doesn't do the things you want him to does mean he can't do the things you want him to.
