1. A USA/Canada PS3 is not so good for me, because then if I want to watch Blu-Ray discs, I need to buy Region 1. All the Blu-Ray discs here are either Region 3 (for Taiwan) or Region 2 (imports from Japan). I'm not sure if the PS3s sold here are actual Taiwanese releases or Japanese imports (seems like most video games sold here are imports from Japan) but either way, a Region 1 PS3 is not as good to me as a PS3 purchased locally in Taiwan.
Japan and US are both region 1 for BD films, and Taiwan also seems to be region 1 (Japan is region 2 for DVDs), so BD region locking shouldn't be a problem for you.

Since the PS3 is a great dvd upscaler as well though, if you often watch DVDs, you might want to get the system for the DVD region you're most likely to be watching (http://upload.wikimedia.org/wikipedia/commons/9/92/DVD-Regions_with_key-2.svg). At this point it's unlikely the PS3 you buy will have any form of backwards compatibility with ps2 games, but if it does, it's another factor ince those are still completely region locked.
Also applies if you have have ps1 game disks you want to play on the ps3.
