It's all very odd though.

Sakura Taisen is still co-owned by Sega AFAIK.  The likeliest possibility seems like Idea Factory went to Sega and proposed some sort of payment to use SW5.   I know sRPGs are up NIS' alley but it's still very strange to not see this being published by Sega.
