yes I am aware that at higher levels it gets progressively difficult and reduces the options, but I was really talking about multiplayer.
Plus, everything changes depending on the map. that strategy may work on terra or continents, but not on archipelago or other similar map styles.
Plus I've beaten second hardest difficulty with cultural victory too.
