The main issue is that the game is incomplete. There will be 3 main components to development:
- 360 engine
- PS3 engine
- game engine/game
I'm pretty sure the PS3 engine (its an inhouse development remember) would be lagging the 360 one. At least in terms of optimisation, simply because its a much more complex beast.
And the game itself is not ready. They need more time - its not a technical issue relating to storage space.

Take 2 is a public company - with shareholders. They have publically stated (to shareholders) that GTA has been moved to next year. This results in people buying/selling huge amounts of shares.
To reneg on this now would result in a class lawsuit - and would borderline be illegal. The last thing T2 need now is MORE lawsuit fun. They are trying to clean their image remember.
This is the main issue - separate from whatever deals they have with Sony/MS.

There is unlikely (as in Sony releasing a $399 PS3), and then their is this rumour - impossible. Its about as likely as GT5 being released exclusively for the Wii this Xmas - and Sony publishing it.
