there we have the misunderstanding - Yakuza isn't a "GTA-like" game
it's setting is similar in a way and it has tons of mini-games, but that's all the resemblance they have
Yakuza is a jRPG crossbred with a Beat'emUp and a very very very japanese one to boot (people that have no idea of japanese culture, lifestyle and mindset will have big problems understanding what is going on and why people are reacting like they are)
