I'm a bit unsure on it atm actually..the press release mentions that Atari will be part of the release across Europe (last red sentence) so ...yeah kinda unclear.  I'm sure more info will be coming but right now there are still a few unanswered questions:

1. Who is publishing and in what regions?
2. How does this effect release dates in non-Pal regions? (The assumption seems to be that they too are delayed =/)
3. How does this effect non-Sony platforms?

I'm sure there is something else out there but those should be the big ones.
