As far as the cut scenes go surely it's just matter of your prefered story to game ratio.
And whilst there are games like mass effect that give a lot of story whilst cutting back on the cut scenes they because less dynamic, giving your a chance to participate in the dialog currently slows things down. (Still the only way to have a fully dynamic interactive plot is to have a human GM . But one day someone will find a way to write a story with enough out comes and plot routs that could then use voice recog to let you fully interact with 99% of the story, but it's going to take some form of "holo-suit" system to give you interactivity with big dynamic scenes)
When i'm playing a single player game i like there to be an involved and engaging story and in the past FF has delivered on that.
Also XIII is going back to a more turn based approach to the game play which is a releaf as i've played very little of XII cos I hated the gameply style.
