You could increase competitiveness while eliminating tax loopholes but that is certainly not what Obama is doing (or any politician is suggesting) ...
The more complicated your tax code is the more loopholes exist the greater the expense for companies and individuals to manage their finances and to make long term plans; and the more overhead and waste there is for the government to collect their money. If the government stopped trying to play favourites and created a simple, straightforward and predictable tax system it would make a country much more competitive.
