I think it has more to do with where Sony is supposedly in its development cycle. This would be extraordinary, and in no way common. Yes consoles go into development almost to the day that the console they are replacing goes to market. However there is a methodical process about how it goes through the steps. According to this rumor Sony has gone from zero to beta in less then three years, and that is with on the fly redesigning of their current console.
That kind of radical development should, and if true probably will have serious drawbacks. Sony would have to bypass a number of quality checks, innovations, and will undoubtedly cause production issues. This would shape out to be very reckless indeed. For those saying backward compatible do not bank on that, and do not bank on it being a Cell based architecture. Sony would need fairly standard technology to even try to shoehorn a new console into full production in under two years.
I think everyone concedes that Sony needs to make it to market sooner, but this kind of development cycle would deliver a fairly poor quality product. They should at least try to split the difference. Even another six months can resolve the worst issues. No I am not liking this rumor at all. Sounds downright desperate, and that means its dangerous.
