It means that about 12% of X360 owners intend to purchase FFXIII for it.... but 18% of PS3 owners intend to purchase FFXIII for it.
Personally I see that as meaning more sales for the X360 version (this is likely USA based data... I would be suprised if WW the X360 got close to the PS3 version given the Japan situation)
