Why did ICO and Shadow of the Colossus have such low sales?

Games that sell well appeal to the masses. Halo, GTA, CoD, Mario, those are games most people can enjoy at some level whether you love them or not.

With that said why would you expect SoTC and Ico to have outstanding sales?
