That link for budget doesn't prove anything, KZ2's budget was less than $40,000,000 and how do I know this? GOW 3 is the most expensive 1st party PS3 game @$40,000,000 directly quoted. Its likely an estimate because I've never seen a real stated budget.

Why do PC gamers spend $300 for a GPU and $250 for a CPU? Because they want mods, because they want the best IQ, because they want to game at 60FPS, because they want control over how the game runs etc.

 

Also, PCs offer far more than just gaming.  Video, audio processing, etc.  Personally, I would not spend an incredible amount on a PC solely for gaming.  I could justify it because of its other uses though.

 

However, a $600 GPU can't be justified for audio processing.  Video processing would be VERY hard to justify a $600 GPU (or even a $300 GPU).  I do a little audio and accelerated video processing on the PS3 under Linux.  You can even do a little audio and video editing under the PS3 game OS (in XMB).  Total cost...$600 around 2 1/2 years ago.  It gives me more access to the latest titles than a gaming PC, too. 

Of course, I still use my PCs for things too, but gaming isn't one of them anymore.
