The xbox is simply considered an outsider product, but that's not the only reason. A different style than what's preferred for Japanese gamers, brand loyalty to the older Playstation and Nintendo brands, and worry over the actual value they get when they buy a 360. MS may release some neat JRPGs every once in a while but they've all seemed a little rushed to me just to say, "Hey 360 has JRPGs! Buy 360s in Japan!" In this case I believe there is such thing as trying to hard and the Japanese know that too.
